Resolution
1. Go to site http://www.isc.org/index.pl?/sw/bind/index.php and download desirable version of BIND for Windows, e.g.http://ftp.isc.org/isc/bind9/9.4.2-P2/BIND9.4.2-P2.zip
2. Unzip it;
3. Stop BIND service (Plesk Name Server service);
4. Copy the following set of unzipped files to %plesk_dir%\dns\bin folder:
Do not overwrite files you have, copy them somewhere for backup purposes.

dnssec-keygen.exe
dnssec-signzone.exe
host.exe
named-checkconf.exe
named-checkzone.exe
named-compilezone.exe
nslookup.exe
nsupdate.exe
rndc-confgen.exe
rndc.exe

libeay32.dll
Add psaadmin, psaserv and psacln groups in security for each files and configure permissions as follows:
psaadmin - allow read & execute
psaserv - deny all
psacln - deny all
5. Copy the following files to C:\Windows\system32 folder:

bindevt.dll
libdns.dll
libisccc.dll
libisccfg.dll
libisc.dll
liblwres.dll
Add psaadmin, psaserv and psacln groups in security for each files and configure permissions as follows:
psaadmin - allow read & execute
psaserv - allow read & execute
psacln - allow read & execute
6. Start BIND service (Plesk Name Server service).
